GOP Rep. Tom Price's confirmation as HHS secretary sets up an April special election in a wealthy, well-educated Atlanta seat President Trump carried by less than two points after Mitt Romney carried it by 23 points in 2012. And if Trump's approval rating ebbs into the spring, it could turn into the first test of Democrats' ability to compete on traditionally GOP turf where Trump has underperformed. Under Georgia law, the top two finishers in an April 18 all-party primary, regardless of party, will advance to a June 20 runoff if no one receives a majority of the vote. At Wednesday's filing deadline, 18 candidates had submitted paperwork, so a runoff is virtually assured. There are 11 Republicans and five Democrats, so if Democratic turnout is low in April or the party is divided, it's possible two Republicans could advance. But that looks less likely by the day.
