VA-01: Rob Wittman (R) - East: Fredericksburg, Northern Neck, Ashland Solid Republican. Wittman, a former employee of Virginia's Shellfish Sanitation Division, has passed up multiple opportunities to run for state office but has proven popular in this rural Tidewater seat. In 2016, a new court-ordered map added deeply conservative Hanover County to the 1st CD, further solidifying Wittman. He won by 10 points in 2018 and is safe in 2020. VA-02: Elaine Luria (D) - Southeast: Virginia Beach, Williamsburg, Eastern Shore Toss Up. Luria, a nuclear engineer for Naval ships and a first-time candidate, unseated GOP Rep.
