House Editor David Wasserman writes: Every ten years, New York does the same dance. Anticipating a legislative deadlock, a federal court steps in and draws its own map, forcing a mad dash by the legislature to cut a deal to protect incumbents by a set deadline. Today, earlier than expected, federal Magistrate Judge Roanne Mann revealed a court-drawn plan that evenhandedly ungerrymanders the state's lines, eliminating the districts of GOP Rep. Bob Turner and retiring Democratic Rep. Maurice Hinchey. Besides Turner, Democratic Rep. Kathy Hochul and GOP Rep. Chris Gibson would be in serious trouble under the court lines. Legal experts close to the proceedings say there's a better chance a court map will take effect than there was ten years ago. But if past is prologue, legislators will be under heavy pressure to come up with a "deal" by Monday.
