One of the most frequently asked questions in Washington these days seems to be, "Is there anything happening here?" The two-fold answer is, nothing and everything. Taken at face value, there seems to be little substantive legislative activity, an absence of ideological warfare and few campaign/political developments. Public opinion polls show that the White House/Democratic National Committee fundraising scandal strikes many voters as little more than a Washington parlor game, at least today, meaning that while it is occupying the time and energy of the "inside the Beltway" crowd, the average American does not seem to care much yet. Beneath the surface, however, subtle changes seem to be taking effect within both parties and within the fabric of the political landscape that could wind up having a huge impact on the 1998 midterm elections.
