As we assess the 1992 Presidential election, we believe that far too much emphasis is being placed on the Persian Gulf War, while not enough attention is being directed at the state of the economy. History clearly illustrates that pocket-book concerns take precedence over foreign policy ones, even military victories, and events in the period just prior to an election are far more important than those that occur 20 months before voters go to the polls.
