The national political scene has changed considerably in the last 60 days, with President Clinton's job approval rating rebounding significantly and national pessimism losing some of its severity. While too much can and most certainly will be read by some into this improvement., the chance, at least at this point, of President Clinton being a significant drag on Democrats in the 1994 midterm elections is considerably less than it was in mid-June, when a four-month stream of weekly blunders, and errors finally came to an end.
